A Transportation Strategy for 21st Century America

America requires a vision for the national transportation system as ambitious as the long-term planning conducted by the National Resources Planning Board in the 1930s and as precise in its scope and outcomes as was enacted in the Interstate Highway Act a half century ago. This paper proposes a framework for that vision, which includes as its centerpiece a construction program of new capacity in freight movement, seaports, high-speed rail, public transit, airports and roads.

This program would encourage local responsibility and innovation in seeking new capacity, and would level the playing field among modes for projects eligible for federal grants.
